Government Authorized Experiments on Black and Latino Foster Care

What happened at the Incarnation Children's Center is not an anomaly, but rather the routine modus operandi in which the Foster Care Industry operates. What happened at Incarnation Children's Center could never have happened without the climate of total impunity in which ACS, our local so-called Child Protective Services (CPS) operates. At a lower level, Foster Care is a profit-driven industry that preys on those who offer the less resistance: mostly Black and Latino mothers who happen to be poor. At a higher level is a mechanism of Population Control designed to terrorize the Black and Latino population, who together are not the minority, but rather the majority. There are 19,000 Children in Foster Care in New York City: 98% of them Black and Latino, less than 1% White. Foster Care is a continuation of the old system of Institutionalized Slavery, only in a subtle more sophisticated form. It openly violates the 13th amendment against slavery and involuntary servitude. As such it must be abolished, and must be part of the Reparations Movement. The Children Protective Services Division of ACS is the Greatest Child Abuser in New York City. For every Child they save, they destroy 1,000. Either Moron's logic or Clever Evil Social Engineering. This racketeering criminal enterprise counts with the unconditional backing of the Family Court Judges. Family Court in New York City is an Institutionalized System of Injustice. Its only role is to give an aura of legality to this gross Human Rights violation. They rubber stamp anything that ACS or the Foster Care agencies asks them to do. A generous estimate is that Parents win 2 cases out of every 1,000 against ACS in 1028 Hearings, the most import first step in Family Court in abuse and neglect cases. Remember there is No Jury or Due Process. Family Court Judges are appointed and re-appointed by the Major, and work for the Major. According to the Office of the Public Advocate, Parents win 16 cases out of every 1,000 against ACS, and that includes appeals. It is a sub-real place, where Alice in Wonderland logic operates. Foster Care counts with the unconditional backing of the so-called Law Guardians, who are appointed by the Family Court Judges over the objections of the Parents, allegedly to protect the Children, but in reality are Our Children worst nightmare. Most of them work for the Juvenile Division of the Legal Aid Society, and the only thing they "Guard" is the business interest of this racketeering enterprise. We need to target the Legal Aid Society for their coward role in the destruction of the Black and Latino Family. They make sure to channel these innocent Children into a spiral of destruction by unconditionally supporting the process of ripping them away from their Families, thus assuring their psychological destruction, and when years later they face the prison system, the Criminal Division of the same Legal Aid Society does a very poor job of defending them. Rather, they convince them to plea bargain to something they did not do, to assure that they enter the prison system and its revolving door of self-destruction. A most coward scheme. Of all the players in this Crime Against Humanity, they are the Most Coward. Law Guardians make everything in their power to make sure that Children stay as long as possible in Foster Care and that eventually their Parents Rights are terminated and the Child is put up for Adoption, which is a new form of Slavery. Another group that fights to preserve this criminal enterprise are the case workers and social workers of ACS and the Foster Care Industry. Most of them are Black and Latino and they are active participants in the systematic destruction of their own people. Their usual excuse is that they are "just doing their job". They have voluntarily become a captive population who in exchange of a survival salary is willing to perform the role of a mercenary army (working for the master puppeteers) to kidnap innocent Children of their own ethnic groups to make them Slaves and thus an Involuntary Captive Population. Of course they go after the easier prey: the poorest among the Black and Latino. They avoid kidnaping Children from other ethnic groups, since they know that they'll have a big fight and even lose their jobs. This must stop. They are on the wrong side of history. So we have 3 captive populations in this scheme: 1. The one made of ACS and Foster Care agencies workers, who are Voluntary Captives. They do it voluntarily in exchange of money. Their love of money makes them prisoners of the system. On their master's orders, they raid the homes of others, kidnap their Children, bring them into Slavery, hold them Captive, and make sure they do not escape. Like the Kapos in the Concentration Camps, some of them are unusually cruel due to their perversions and unresolved conflicts, others act cruel in order to please their masters in the hope of promotions. 2. The Children, who are Involuntary Captives. For practical purposes, they are Slaves at the mercy of an army of predators. As Slaves, they have no rights and their masters maximize the profits out of them and use them as they see fit. If their Parents are not able to rescue them before 18 months, they are sold to the highest bidder. Most of them are eventually transferred to another Captive Population: prison, homeless, or the mentally ill. 3. The Parents of those Children, who out of Love for their Children and in the hope of getting their Children back from their captors, submit to the never ending demands of the Slave Drivers who want to provide those Parents with unnecessary services of which they profit. This is a Coerced Captive Population. The pain of having their Children kidnaped under any imaginable excuse has a detrimental effect on these Parents. Most of them already being poor, fall further into despair and the Slave Drivers make sure to harm them as much as possible psychologically and financially. This usually has a ripple effect on the whole Family, thus a multiplying effect in spreading Social Cancers. To be found abusive or neglectful in New York City's Family Court does not mean that the Parent was abusive or neglectful; all it means is that the Parents were Black and Latino and on top of that poor. Remember Foster Care is a Social Cancer that continually feeds the prison, homeless, and mentally ill populations. It is an assembly line that not only destroys those Children, but also their Families. Thousands of people make a living out of this tragedy. Without this artificially created problem a whole army of predators would be out of a job: case workers, social workers, nurses, doctors, attorneys, psychologists, psychiatrists, judges, court officers, court clerks, prison guards, special ed teachers, etc. Except for the few ones that have a consciousness and openly fight the abuses or quit, the vast majority make everything in their power to preserve and even expand this criminal enterprise, regardless of the Social Harm that it causes. I have 3 specific proposals for ACS: 1. Close down the Children Protective Services Division of ACS. Use those resources for Preventive Services and the Neighborhood Networks. Let the services be voluntary. 2. In the next 6 months return to the Parents 90% of the 19,000 Children in Foster Care. Keep the 10% of those considered most at risk for longer. Give services to the Parents if they really need them. Of Course this includes returning ALL Foster Care Children in Clinical Trials or Treatments to their Parents. Let Parents decide what type of treatment they will give their Children. 3. Stop the Forced and Illegal Adoptions Scam. There are 8,000 Children whose Parent's Rights have been terminated by a crooked Family Court Judge at the request of a crooked ACS attorney with the backing of a crooked so-called Law Guardian. No-one wants these Children, except for their Parents who desperately want hem back. To push for these adoptions, the State offers thousand of dollars to the adoptive parents as an incentive. In spite of the financial rewards, many of them are returned to the State. In the last 5 years, 24,000 Children from Foster Care have been adopted.This is a public relations scheme, a numbers game to artificially lower the number of Children in Foster Care and thus look good. On top of that, these forced and illegal Adoptions are Auctions of Black and Latinos Slave Children. I have 3 questions in relation to the Children at Incarnation Children's Center: It is important to know that HIV positive tests are unreliable, they cross-react with the flu, smallpox, and about 60 other infections, past or present, and even more important they cross-react with pregnancy, and a woman at delivery is very pregnant. So, testing HIV positive does not mean that one necessarily has HIV, nor that one necessarily has AIDS. 1. What type of free consent could a Parent give to allow the Child
to be placed at the Incarnation Children's Center, when if the Mother
refused consent, ACS would take the Child anyway, charge her with
neglect and take any other Child she may have now or in the future? 2. All of the 465 Children that ACS recognizes as having participated in these clinical trials were Black and Latino due to the fact that their mothers tested HIV positive at delivery. Does this means that only Black and Latino Mothers test HIV positive in New York City and no Mother from any other ethnic group ever tested HIV positive in New York City? 3. If from the very beginning optimal nutrition was known to be a viable treatment for anyone with HIV. Why was not that tried on those Children, instead of torturing them with Drugs that were known to be toxic and even lethal and intubating them to permanently force-feed them those nauseating drugs; and further torturing them by ripping them away from their Parents: the people they Love and Trust the most?
