Testimony to the City Council of New York
Good afternoon My name is Rolando Bini, I am a Latino immigrant and the Executive Director of Parents in Action, a Family Advocacy organization. As undesirable and painful as Fiscal Crisis are, they offer golden opportunities to get rid of Social Cancers. I am referring to Special Education classes in Public Schools where innocent mostly Black and Latino Children are coerced/forced into something that they do not need. Where eventually most of them are drugged with psychotropics to dumb them down and make them more maneagable. Where teachers are happy to get rid of a nuisance, principals happier since that Special Ed Child represents 3.5 times more income for the school, the drug manufacturers full of joy since their marketing and invention of an alleged disease brings them billions in profits. But the happiest of all are those social engineers who designed this evil but clever scheme. Schools use the carrot and the stick to force Children into Special Ed: the threat of calling ACS is the stick, and the carrot for parents is getting a monthly $571.00 SSI check for disability if they go along. If they refuse, the school calls ACS and once they grab the Child they have total control to drug them. The manufacture of a disease, namely ADHD (Attention Deficit Hyperactive Disorder) as a mechanism of Social Control is a tool that efficiently is destroying the Brightest of the Black and Latino Children under the pretense of "protecting" them. It is the brightest, the restless, the wildest colts, the ones who get bored with meaningless schooling who are controlled with psychotropic drugs which in the long run damages their brain and eliminates them as possible challengers to the status quo. Special Education has a symbiotic relationship with Foster Care in the processing of mostly Bright Black and Latino Children for certain destruction. It has the function of screening out the Natural Elite for this pre-emptive strike while their are still young. It feeds most of those Children into the Child Welfare system. At present the Child Welfare System is a Social Cancer producer that feeds the criminal justice system, the homeless, and the mentally ill population. Getting rid of these two Social Cancer producers is a priority if we do not want to go back to the stone age. Special Ed destroys a thousand Children for everyone it claims to "Serve". Foster Care Destroys one thousand in order to "Save" one Child. Either Moron's logic or Clever Evil Social Engineering. Special Ed in New york City is a black hole where money is being wasted, and the few Children who really need services are usually not getting them. I propose that we save money by closing down the Special Ed scheme. If the teachers, school guidance counselors, principals, nurses, and doctors insist in having someone to drug, let them drug their own Children at home. At present we have 23,000 Children in Foster Care, 98% of them Black and Latino, less than 1% White. If this is not ethnic cleasing, nothing is. There are about 10,000 Children whose parents rights have been terminated by the crooked Family Court Judges. Most of those Children have parents who desperatelly want them back, but they are not even allowed to see their own Children anymore. The fact that a Family Court Judge "terminated" their parental rights has nothing to do with the fact that they may have been bad parents. Family Court in New York City is an Institutionalized System of Injustice. Its only role is to "legalize" gross crimes against Innocent Black and Latino Children. A generous estimated is that parents only win 2 out of every thousand cases in a 1028 Hearing, and according to the Office of the Public Advocate 16 of every 1000, including appeals for all cases. This should give us a sense of what "justice" is in Family Court. Remember there is no jury or due process there. Most of the 10,000 Children up for Adoption are un-adoptable for practical reasons. They have been so damaged while in Foster Care, both psychologically and chemically by drugging them, that also no one, except their own parents wants them. But of course their parents do not qualify because they were found "neglectful" by a Family Court Judge. Those Children are kept warehoused in Foster Care Group homes, and most of them are kept heavily drugged most of the time. This is truly a new form of slavery. I propose that the city could save great amounts of money by returning the vast majority of those Children to their parents. Help those parents that may need help. Remember parents are the natural protectors of their Children, and the profit motive drives this Child Exploitation Industry at a lower level. At a higher level is just a mechanism of Social Control. Another way to save large amounts of money, would be to require ACS to take Children away from their parents only with a Court Order as the law requires. At present Children are taken away from their parents, the people whom they love and trust the most, under every possible excuse and almost never with a Court Order. On February 29th, 2004 the New York Post had a front page expose of innocent Children being used as guinea pigs for drug experimentation at a Foster Care Facility in Washington Heights, the IncarnationChildren's Center. We only found out about this crime agaisnt humanity, due to the fact that one of the nurses who used to work there had a fall out with her bosses and she spilled the beans. How many more cases similar are going on? We think this is the tip of the iceberg. It is a Billion dollar industry that the City Council must dismantle and invest those resources into Social Healing initiatives instead of destroying innocent Black and Latino Children so Catholic Charities could make money. If one reads the article, what it comes to mind is that Dr. Josef Mengele must have survived and now is working overtime in New York City. Where was ACS, which allegelly was to protect those Children? Where were the Family Court Judges? Where were the so-called Law Guardians appointed by the Family Court Judges allegelly to "guard" the Children best interests. The only thing they "guard" are the business interest of this racketeering scheme. As a result of this expose the New York State Depaartment of Health has opened an investigation into this most coward crime. The City Council must do the same. It is long overdue. Here are my recommmedations: First, form a joint commission by the Mental Health, the Criminal Justice System, the General Welfare, and the Education Committee to investigate the Health Department, the drugging of Children in Public Schools, the role of the so-called Law Guardians, the role of the Foster Care Industry in the cruel and inhuman experimentation of Children under the custody of ACS, the Family Court System . We must dismantle this cruel Beast whose food is innocent Children. Second, save money by cutting funding to the Juvenile Division of the Legal Aide Society which provides the so-called Law Gurdians. They are our Children worst nightmare, and make a very efficient job of making sure that Children stay in Foster Care as long as possible, and that eventually the rights of their natural protectors, their parents are terminated, and thus left totally unprotected at the mercy of an army of predators. When years later, those Children face the Criminal Justice System, the Criminal Division of the Legal Aide Society does a very poor job in defending them, and most of them start down the revolving door of prison, mental illness, and homelessness. Very Clever. The only thing that the Law Guardians "guard" is the business interest of the racketeering Child Exploitation Industry. With "friends" like them, Children do not need enemies.
