WhomThe System Fails

This article dealing with "Whom" The System Fails.

Society fails so many groups of people.
It only helps those people that it wants to help.

I am trying desparately to use my Ticket To Work and Pass To Self-Support which was issued to me by the United States Department of Human Services/Social Security Administration. However, of course they just give me another "1-800" number to call and tell me to call "Maximum" the agency which Social Security asked to oversee the program.


I find out that there is a "mediation" service which is suppose to handle all problems between Ticket Holders and the employment networks which are able to go to bank off these Ticket To Work and Pass to Self-Support recipients.


Only after they had managed to place a social security recipient in a full-time job and if the recipient maintains his/her employment for six months can the employment network cash in on the deal.


Here is the catch: It does not help those recipients that can not go back to work full-time, but only part-time.


The Ticket To Work and Pass to Self-Support is suppose to pay for services in which in term is to help social security recipients get the services they need to re-enter the work-force.


The Ticket To Work information did not say specifically if it was only good if a recipient go back to work full-time.


Perhaps, those individuals receiving either social security disability or supplementary security income, more likely on social security disability though, since these individuals have been able to work prior to them having become disabled whereas they can not work.


Individuals on social security disability have been able to work, or otherwise they would not be receiving Medicare or larger amount of cash benefits that individuals on Social Security Supplementary Income is receiving.


Individuals on SSDI are morely likely to have a work-history and fore the most part are more likely physically disabled rather than mentally disabled.


Those individuals on Social Security Supplementary Security Income, have not worked long enough to draw SSDI or have not been able to work at all. We are the ones that suffer the most and have little or no chance of getting off Social Security because of limited ability to work.


So ((enter)) William Jefferson Clinton and his ((stupid)) administration which passed two of the most harmful legislative acts in all of history.


The first one is The Adoption and Safe Family Act of 1997 which pays the states, foster parents, and adoptive parents money, but not the "natural" family to stay intact.


Remove a child from his/her "natural" parents, place them into foster care, and then after 15 months, go for the juggler vein and "terminate the parental rights" of the natural parents.


Only catch here is that the State will not get paid unless the state can place so many children up for adoption and into adoptive homes and move them out of one bad envirnoment and place them into another bad envirnoment.


Later on, when the child comes to age. The child will be so messed up in the head because some children are not adaptable and most likely be misdiagnosed with "autism" because the child will not allow a new care-giver to let them touch her/her.


Family Preservation is not big on the Federal or State agenda. In fact, they simply do not care. They do not care because they don't care about the "natural" family, i,e, one created by God and Nature, and not by the Adoption Industry and State Adoption laws.


The second legislative act William Jefferson Clinton and his administration signed into law was for The U.S. Department of Human Services/Social Security Administration.


It is called The Ticket To Work and Pass to Self-Support. One thing which group of disabled are really able to benefit by this program.


Two groups of individuals: One is the physical disabled. What people can see they can understand and they can accept and the second group of people are the people who were able to work before they came down with mental illness or psychiatric problems.


Both these groups of people have a previous work-history and experience.
The Ticket To Work and Pass To Self Support was specifically designed in mind for these two groups of individuals.


With a little bit of job hunting and counseling, The Employment Networks, State Vocational Services, and other agencies will be able to place these people back into the work-force with reasonable accomodations.


What about those of us with a developmental disability, or long-term psychiatric disability which has effected us for most of our life.


We may have been able to work a few months here and a few months there. One thing, it did not add up to much.
We can not go back to those jobs.


We are the ones that don't benefit from or by The Ticket To Work and Pass To Self-Support because what people can not see. They don't understand and will never try to.


Three different entities are to blame for all of the stigmatism surrounding mental illness, mental retardation, and developmental disabilities.


1. The Media- it exploits and betrays those of us who have to deal with it day in and day out, negatively. It does not protray us as individuals who just want to be given the same chance and opportunity to do what every so "normal" individual is given a chance to do and be treated as.


Individuals with a developmental disability or psychiatric disability don't want anyone's "PITY" or "Sympathy". We simply want to be understood and treated like everyone else. We want the same opportunity in life and we want the same unalienable rights.


The rights to Life, Liberty, and The Pursuit of Happiness. We want the right to be treated as "equals" and not looked down at or on as "poor pityful" people.


We want the "stigmatism" removed from all "developmental" and "psychiatic" disabilities.


We want the "dis" removed from "ability" and we want people and prospect employers to look at our "ability" rather than down on our "dis" ability".


Plain and simple truth is we want the same opportunity and chance an employer would give to a non-disabled
employee.


Another entity that has failed is the American Psychiatric and American Psychological Associations. Neither of these groups have done anything to help those of us who have long term psychiatric disabilities.


Likewise, developmental disability specialists have done nothing to advocate on the behalf of individuals that have life-long developmental problems to help them to a better way of life.


Advocacy is an important part of these two long term health problem and without it, individuals with these two long term health care problems don't have an opportunity or chance to get out of poverty but will remain it.


The Ticket To Work and Pass To Self Support Program was also implemented in 1997.


The United States Department of Human Services runs both The Adminstration For Families and Children and Social Security Administation.


Neither The ASFA and TTW&PSS help those people it is targeted to help. It actually does more harm than good.


It helps those groups of people who really don't need any help at all.


The third group of people who are to blame is those who have no eyes to see and no mouth to talk with. These people are the ones that are really blind and dumb.


Blind whereas they can see and make a difference, but don't want too, and dumb whereas they can talk and advocate on the behalf of those who have either a "developmental" or "psychiatric" disability but don't want to get the message out to help those of us with one or the other type of disability.


It will take a 240 degree chance for society to open up their eyes and mouth and actually try to correct the unjustice that has been by all their stigmatism against those of us with a "developmental" or "psychiatric" disability.


We are people too. We deserve the same chance as everyone else.


We may just surpise you.
