essence, tomorrow may be too late. If possible send also a copy to Loretta
Chin from the Children's Studies Center of Brooklyn College who is
organizating a coordinated effort to make sure that Governor Paterson signs
this most important piece of legislation. Her email is:

This is
a very important piece in our efforts to close the injustice gap in the
present Child Welfare System. Thanks to the present lack of active support
for parents by the present 18B Panel (Court Appointed attorneys for
parents), parents have no change of getting justice in Family Court. A
generous estimate is that parents win about 2 cases out of every 1000 in a
1028 Hearing in Family Court. Conveniently, the Office of Court Administration,
keeps detailed tract of the 1021 to 1027 Hearings, skips 1028, and again
tracks the 1029 Hearing. The curious thing is that except for 1028
Hearings, the other Hearings rarely occur.
